what are the legal rights for a 16 year old that has ran away from a parent that is abusing them?

You can call Child Protective Services and they should investigate your issue. They may put you in foster home while they are investigating. If there is a relative that will take you in to avoid foster home then that may eliminate the foster home. You can try to file for emancipation but you have to prove you can financially support yourself.
