Legal Question in Family Law in California

Is a legal separation necessary

A close relative is planning on separating from her husband. Her religious beliefs and values preclude her from considering divorce. Does she need to get a legal separation? If she does not file for a legal separation, can either she or her husband draw out all of their cash from various accounts?
