Legal Question in Family Law in California
I am legally separated. In October 2011 I paid off my car (which is registered in my ex's name) I now find out he refinanced the car and now I can't get the Pink Slip or title to the car. I also found out he refinanced with a home equity loan on our home which he hasn't lived in or made a payment on for 4 years. Since both our names are on the home, can he legally get a home equity loan without my signature. Do I have any recourse to get the title for my car ?

It sounds like you are not actually legally separated, or if you are it was very poorly done. Otherwise none of this could have happened. A true legal separation is like a full divorce in all respects, except your marital status does not end, which may be desirable to some people for religious or other reasons. If you were properly legally separated, the property should have been distributed such that he would no longer be on title to anything you own. You need to see a lawyer in person about this.
