Legal Question in Family Law in California

Liability for 18 year old high school student

My sister's daughter is an 18( as of March) year old high school student. She recently left home(family conflict) and is being supported by her friend's mom under her roof. The daughter is in jeopardy of grad. high school(almost failing all courses), the friend's mom never contacted us to establish the welfare of my sister's daughter when she left...We recently found out where she was staying and have attempted to contact the parent....The parent ack. she took her in and is taking responsibility...Is there a liability/legal grounds we can take based on my sister's daughter's welfare as it relates to her graduating, being involved in drugs and/or alcohol?
