Can a lien be places against someones property who has not paid child support or had been ordered to based on paperwork never been submitted.

Child support requires an order, and that requires filing either a parentage petition or a petition for dissolution of marriage. Once an order is made, a special abstract of judgment is used, and that perfects the lien on property.

Absent any filing, there is no lien.
