Legal Question in Family Law in California

I live in CA, my husband lives in PA- He filed for divorce and spousal support and won spousal support from me.

He will not sign the divorce papers because that will stop the support.

As a resident of CA can PA order me to pay support? Is there anything I can do in CA to either file for divorce or force him to sign and finalize the divorce?

Will hiring an attorney in CA help me or do i need to hire one in PA?

I have appealed the spousal support 3 times and lost. He is not working and will not go to work. we have been living apart in different states for 4 years.

PA will not take my living expenses in CA into consideration only his living expenses and my income.

Your problem is simply that the court in PA already appears to have jurisdiction over your case. So, you will need to pursue it in PA alone. That also means that you should be speaking with a PA attorney and not a CA one. No, you may not now file a case in CA as you have given over jurisdiction to PA as per your statements that you have already appeared on that case and have attempted to "appeal" it 3 times. Be careful in filing any papers in the PA case. If you have never lived in PA and PA does not have jurisdiction over you then PA cannot enforce any monetary order that they have made. Talk to a PA lawyer about jurisdiction before you file any pleadings or make a decision, but since the order is running, you should proceed quickly. Good Luck, Pat McCrary
