I live in riverside county, california, and I need to file for a modification of custody, in sacramento county,can I do so by mail?

Yes, you can file your court paperwork by mail. You might also consider hiring a legal service/court runner to do the filing in person for you. Sacramento County Superior Court is especially impacted by the budget right now. It's to your benefit to make sure you do the paperwork correctly and file properly. Your matter will be delayed further if you don't get it right from the beginning.
