Legal Question in Family Law in California

I live in San Jose Ca back in 2002 my family had some finical and had to move ,long story short my "little" sister (age 20 with down syndrome) and I moved in with my aunt who lives in Saint George Ut my aunt was having problems putting my sister in school and supposedly needed my mom to write her a letter that she gave up her rights in order to put my sister in school so my mom gave over her rights to my sister for my aunt to be able to put her in school my mom has been trying to get her back from my aunt from years and my aunt just keep saying no my other sister was trying to help my mom get our little sister back without knowing about the letter she had called her police friend and he said to contact someone else and she did and they told her all she needs to do is bring my mom to the police station with the birth certificate and ask for a police escort they did that and then my aunt showed the police the paper my mom signed a long time ago for the schooling .My mom wants to get my sister back and my Aunt isnt letting that happen due to wanting to keep my sister due to the "free income"(ssi due to my little sister being handicap ) she is getting from the state .What steps does my mom need to take in order for her to get my sister back.
