Legal Question in Family Law in California

Living in CA, the grandmother (fathers side) had custody of her grandchildren for almost 2 years, now the custody was granted over to the mother. Why is it that the court is allowing the grandchildren and their mother live with the grandmother for 6 months if she has custody of them now?
