how long after a legal separation does it take to finalize a divorce if neither side has taken action?

You are confusing your terms. A legal separation is a parallel proceeding to a divorce. You only do one or the other. If you have actually done a legal separation but remained married, the case is done. If you now want a divorce, you have to initiate a divorce.

Until papers are filed and served and the procedures followed a dissolution of the marriage will never happen. If papers are filed, the issues and whether they are contested will dictate how long it will take to conclude. Consult an attorney.
