I lost custody of my child 8 years ago to the state she has since been adopted I miss her desperately I want to know if there is any way I can contact her or when I can

Contact the social services agency that took her and adopted her to a new family. Tell them what you want. If she is in foster care, they may contact you to reunify with her if you are doing well now.

On the other hand, if she is healthy and happy in her adoptive placement, and her adoptive placement wants nothing to do with their child being visited by her biological mother, chances are you will not be able to see her until she is 18. You can register to permit her to contact you when she is 18 years old.
