lower child support due to standard of living in the philippines?

Is it possible to lower child support if the child and mother resides in the Philippines where the cost of living is significantly lower than California? There is no way to know if the child is benefiting from the support or if there is misuse and abuse of the funds. There is also problems with tax filing since the child has no social security number to claim. Please help.

California guideline support is mandatory, with rare exceptions. I don't think that there is any caselaw that would give you that answer and it would need to be argued to the judge and very probably taken to an appeals court for the answer. The case would need to be prepared properly and completely in the trial court since there is a strong possibility of an appeal. I think that it is worth your time to talk to an attorney.
