How can I make it legal if a lady from mexico wants to give me her son.
This lady is my husband's cousin and does not want her child and she has no papers,
but the boy was born here .

You can do a private placement adoption. You will need to track down the child's birth records to prove he is her son and she has the right to give him up for adoption. Even without papers she must know where the child was born. There will be records in the hospital and county where he was born.
