Can a man be deem father without DNA ?

Husband may be father of 5 year old. Did not know about said child until 5-16-2000, when notified of delinquency of support by DA's office. There is court ordered support with arreages in the $10,000 range. He was never served with papers. Can they order support and back support without paternity testing or acknowledgement of said child by father?

Husband can file in court for a paternity determination (using DNA). Otherwise the mother's allegations of his paternity will be accepted as valid.
