can a man get visitation rights to a child that does not have that mans name on the birth cetificate as the father

The birth certificate is irrelevant. The document that would be relevant is a voluntary declaration of paternity, which is usually handed out at the hospital at the time of the baby's birth. What is relevant is whether the parties are married, blood testing, etc. A woman can say that anyone is the father, for purposes of the birth certificate.
