is my marriage legal if my brother was 15 when he signed my marriage license

If you mean your brother was a witness to the marriage, then your marriage is valid. There is no age requirement in California for witnesses; however, they must be old enough to know that they are witnessing a marriage ceremony AND be able to sign their name on the official marriage license.
If you meant you married your brother, then the answer is no, that is not legal and your marriage is void on the grounds of incest.
