Legal Question in Family Law in California

We are married and have no intention to divorce but I want my husband to spend money in his account for our children's college tuition. When I ask, he says I should pay from my account. I am sure these monies were marital assets that are just in a bank account of each name. We should have set up a joint account early on but we did not. I am wondering if there is any legal ways to force the money in his account to be spent on an equal basis.

No. The courts do not get involved in family finances except in connection with a divorce or legal separation case.
