Is a Mexican divorce legal in California. Both parties are U.S. citizens

Unless one of the parties is a legal resident of Mexico, the answer is no. A claim of residency in Mexico by a US Citizen would be closely scrutinized by governmental authorities which may result in the lose of substantial rights. Good Luck, Pat McCrary
