minor name change
my minor child would like to change
her last name to her step father's
last name. She has never met her
biological father. He is a convicted
sex offender. I have no idea how to
contact him, nor do i want to speak to him. Can i petition for a name change without having the biological father give consent?

Yes, you can petition for a name change without the biological father's consent. However, you would need to give him notice, and he would have an opportunity to be heard.
