Minor child traveling from U.S. to South America.

I have a two year old son that will be traveling overseas this holiday season with his grandmother. And I use to get my POA through the military and now I am discharged, and lost about how to go about getting a durable POA. I know I need a Special POA due to the circumstances, but I am not sure what or where to go to get a state preferred durable POA. Can you please give me an idea how to go about getting this done, and is there any way you can recommend a site or place to handle my situation? ANd why is it on most sites that I have searched they all list POA's but for the US only, is there a different format to go by in my situation? Thank you for your time.
