Legal Question in Family Law in California

There is a minor female, 15 years of age that resides in Los Angeles County, who is considering emancipation (she will be 16 this September), from her mother. The mother is on welfare and the mother has: Sold the daughter's social security number to several individuals, has sold the minor's bed obtained through welfare and minor now sleeps on the floor, minor has a 4.0 GPA, excelling in math and science mother informed minor that excelling in school was not going to put a man in her (the mother's bed), mother has boyfriend staying there but minor cannot prove to agency that her mother's boyfriend is living there, etc. How can I assist this child in the emancipation process while she resides with her mother?
