Modification of Child Support

I have been divorced for almost 7 years. I have 3 children, ages now are 18, 17, and 15. In the beginning we had 50/50 custody. He had them half the time and so did I. He paid me 200.00 dollars a month child support. I now have all three kids I'd say 98 % of the time. For the past 2 years the two youngest have stayed at his house maybe 2 times overnight and have visited rarely. I served him with modification of child support papers in which he responded (remember he has barely had contact with them for 2 years) He still wanted the kids 50% of the time, but I make it difficult for him. Both my teens have cell phones, we live 5 minutes away from each other. That is an excuse if you ask me. Since recieving the papers he has made contact with them apprx. every other day. They do not want to stay there, they don't even have a room or clothes. How is the Judge going to see this? Can I respond to the Judge before our court date on the 26th of January, with some type of supplemental page, to explain the situation before court? There is so much more to this situation, however please respond the best as possible and give me some tips on how to prepare. thank you
