Legal Question in Family Law in California

If the mom Has custody of her daughter and has had child removed by cps several times in 4 yrs . I being the father living in California with the child was just informed my child's mother just had her sister removed by C.p.s. where do we start proceedings to have custody ? New Mexico or California?
