Legal Question in Family Law in California

Mom is mad at daughter who is half way through her senior year and wants to force her to transfer to a different high school for disciplinary reasons. Mother wants to move out of district. Daughter is a model student got straight A's so there is nothing wrong with that. This is a purely an emotional decision from the mother. This is me and my daughters intent, I want to keep her in the high school she is at and finish it up, even if that means she wants to live with me. I have joint legal custody. Do I have a case and can I get a lawyer for Riverside County
