what is a montenegro designation in a CA family law case?

It's not good if you got the Montenegro designation. It means one parent is continually and intentionally interfering with the other parent's custodial time with a child. If the interfering parent's bad attitude existed prior to a permanent custody order was entered, the degree of interference does not constitute a change of circumstances to warrant modification of the order.
