Legal Question in Family Law in California

The mother of my boyfriend's daughter is. Keeping her from him. In fact she sent him a form to put his name on the birth certificate and then "changed her mind". He lives in California she lives in Colorado. He's not allowed to even see his daughter. Can he hire a California lawyer of does it have to be Colorado? Also are there any low income lawyers in Colorado that would be willing to help a non Colorado resident?
