if the mother wants to bring a document that is public record, to a child custody court proceeding, does she have to tell te father before time of what she has.

A local court rule may require exchange of documents prior to a hearing, but if you want the Judge to read it before the hearing it must be served prior to submitting the document(s) to the court. Otherwise you take a chance that the Judge will not consider the document(s) at the hearing. If the custody proceeding is a trial other local rules may apply.
