Mother of child wants to move out of state and have visitation in that state but child lives else ware and is not to leave county, what happens if she takes child over state line

Mother needs to have the orders modified. Father needs to be reasonable unless there is substantiated reason that child may not be returned. They need to work out travel arrangements and pay,
