Legal Question in Family Law in California

the mother of my daughter whom has a child by another man, myself and the other childs father were all ordered to complete classes when the mother lost the children for drugs and neglect. she completed the requirments with two dirty drug tests close to the end, the other childs father was a no show and put forth no effort and lost physical custity and visiting would be at the mothers discrechen. myself i was recomended that i take custity of my daughter but the judge seen that it wold be harmful to split the siblings up and awarded custity to her being that i live a couple countys over my question now is the mother and other childs father are dating once again and like i said he did not finish the requirments so was never cleard as a danger to the children. what is the law on that in the state of california and can i get custity of my child if i feel that this is not healthy
