Legal Question in Family Law in California

Mother disappeared, later alska asked for child support, it is paid. California

In LA (1978) child supoort payment was $100 per month later reduced by DA's office to $40.00. Soon after mother disappeared. After 10 years Alska send me a bill of $11000 + $100 in monthly support. I refused and judge in california asked me to pay $100 per month. There was no mention of arrearages. I paid $100 per month as billed by Alaska per month. By wage assignment $11000. also were paid. Now California recalculated and asked me to pay $37000 more. If I calculate $40.00 per month payment until notified of deliquency by alaska and without interest until notified then california owes me $6000. DA'office in LA has also lost my file so they are garnishing $1200 per month and I can't get a rewiew.

Question: Can California recalculate and bill me @ $100 per month while I was paying $40.00 per month at the time of disappearace of the mother? Please help.
