Legal Question in Family Law in California

The mother of my husbands children had died in Missouri of an overdose, she was living with a finace. The grandparents took the kids before my husband even knew she had died. There are no legal boudaries around my husband not having or even having the children, the grandparents took the kids to Arizona, Are there criminal charges for this, was there actions illegal?

He should go and try to pick the kids up. If the grandparents put up resistance, call the police to come help him to get his kids out of the house. If the police say he has to go to court because there are no grounds on which they can help him, then he should file an action in Arizona where the kids are living. Might be able to file where you live in California since ultimately that is where the kids will be residing with dad.
