My mother lives in Banning, Ca, I live in Lake Charles, La., can I obtain a general conservatorship from 1700 miles away ?

Not likely. If the court finds that a conservator is needed, they are going to want someone local. It would be impossible to fulfill the duties of a conservator from so far away.
