Legal Question in Family Law in California

Right now my mother is mid-divorce. She is the primary caretaker of the two children that are part of their marriage, but the father has decided to claim them as dependents when they clearly spend more than half of the time with her. He doesn't have any steady income and has bounced from job to job barely making ends meet and dipping into their savings which he blocked from her when she left. The children consistently miss sports practice and never study when they are in his possession. He has completely wiped their savings and now is consistently threatening her, how can she get justice. She would like full custody and some of the money back. They also have a house that is in both of their names that they both invested equally in. The husband
