do i as a mother have the right to know how much money, if any, my childs father is setting aside for her education? he has lied to me about his income in the past, is always late sending "child support" (if you can call $600 a month support.) should i seek more money based on his income?

If your judgment doesn't require him to put money aside for your child's education then it's his option whether or not he wants to do that and he doesn't have to show you anything. If you think his income has increased since the last order, you should file an Order to Show Cause to modify support. He will have to file an income and expense declaration in response to your motion and attach a copy of his paystub. Good Luck.
