mother has not spoken to my daughter in 18 months and wants to enforce court ordered visitation, my daughter is 16 and is refusing to go.

What is your question? The penalties you will incur for contempt of court if you don't uphold the order? How to get the order changed? Something else?

If the visitation is court ordered, you must comply with the order unless that visitation arrangement is modified by the judge or changed by stipulation of the parties. Your daughters wishes can be considered and ,under new rules, she can request to speak directly to the court. The sooner you get as motion filed and served to address this visitation issue, the better.
