Legal Question in Family Law in California

Mother in WA, Father in CA,

Mother and Father have joint legal custody, primary physical with mother, visitations every other weekend father, all from NJ. Both parents moved out of state, child has been living with the father for past 6 months and had previous stays ranging from 2 weeks- 4months.

What steps can the father take in getting primary physical custody? What state has jurisdication? Neither of the parents live in the issuing state where court order was created.

The uniform child custody compact provides that the state in which the children have lived for the past 6 months would be the home state under your facts. You should get certified copy of the custody order and lodge it with the court where the children live.
