If a motion to answer interrogatories is denied due to the attorney not being present, can the attorney resubmit the motion or would that be similar to double jeopardy?

The attorney may resubmit the motion, but the other side will robably be entitled to attorney fees for wasting its time the first time around. However, if it has been more that 45 days since the verified answers were last provided then the motion will be denied if a proper response is made.
