moving out the country with a 16 year old

my mother wants to move from CA to argentina with my 16 year old sister. Her dad has 50 percent of her custody but he is also moving 5 hours way from my sister and he told her that now he will only will see my sister when she starded to drive. Is that a problem if my mother move without telling him?

Her move that far away could be a problem. He may be able to get an order for her to return the child to California pending a determination of the custody and time share issues. This could result in a change of custody.
