My neice is living with my husband and I and I need a court paper to have her put on my insurance at work. Reside in Riverside CA is there something easier than guardianship?

No. She will not qualify for your insurance unless and until you are legally obligated to support and care for her. Otherwise she is not a dependent as that is defined in every insurance coverage I know of. An agreement with her parents, while possibly legally binding between you, is not binding on the insurance company. Only a general public duty to care for her will trigger the dependent status.
