If a non custodial parent has not contributed any support the whole time since a child has been born and is asking for a lot of visitation. the non custodial parent has two other children he has no visitation with and owes a lot of child support to and has not paid a dime. in the last five years has only held one job that lasted for eight months. what are my rights as a custodial parent?

Custody and visitation have no relevance to child support other than calculating the amount. The failure of the non-custodial parent to pay child support is not a ground for denying visitation. If child support was calculated based on certain visitation, and he is actually not visiting or following the visitation plan, you may need to file an OSC to modify child support upwards.
