What is a NON PROOF OF SERVICE ON DISSOLUTION WITH CHILDREN

I noticed this on a public search under a friends name...I'm pretty sure he is unaware of it...He would be aware of this, right?

You should determine through a viewing of the file if proof of service was every performed on the summons papers.
