on notepaper,mom signs on legal binding?

my boyfriend and i have had his 4-year old son living with us for almost ayear now. his mom was over one night and on a piece of paper wrote a statement "givng any medicalor educational needs emergency or otherwise " naming us both. is that legal?

Was your boyfriend married to the mother? If not, was paternity estblished by a court? If either, he has the right and power to do the things necessary on his own, without her consent. If not, the note she wrote is helpful, though not "legal", in the full sense of that word.

If paternity has not been established, he should file a complaint to establish parental relationship and seek custody.

You might also consider use of a Caregiver Agreement. I believe those forms are available from the county clerk.
