Legal Question in Family Law in California

I currently have an ongoing custody case,recently the custodial party moved, and refuses, me any contact to our five year old daughter,and also refuses to give an address. How do I go about serving the party? I've contacted the local police and they stated since the party has sole phyical custody the party does not have to produce a address.
