Legal Question in Family Law in California

What options are available to a father who has been granted visitation weekends with his children (Friday pm through Sunday pm). The judge told the mother that these visits had to happen. Several days later when the father went to pick up the children, The mother again refused to release the children to him. Instead she said she would see at the next mediation in February.

What is the next step for the father? What are his options?

Consider a change of custody if the mother is sabotaging the children's relationship with the father. File a motion requesting the same if this issue is not already before the court.
