Legal Question in Family Law in California

What options do I have if my 17 year old wants to enlist in the military and his father will not sign the consent forms? There has never been any custody papers filed. There is only child support papers filed on which he has rarely paid anything on it. I have never involved the father in any legal/financial/medical/educational decisions to date. My son's recruiter says that two signatures are needed. Is there any way around that?

That is not a California question, but rather a question directed to the recruiter and that particular branch of the military that your 17 year old is trying to join.
