Legal Question in Family Law in California

order to show cause; child support

My ex-wife and I agreed to increase the child support amount I send her. Her attorney set up the paperwork and sent it to me. Due to unseen circumstances, I was unable to get a notary as a witness to sign the documents witin about a week. I called her attorney and told him I would try to get it signed the next day and send it.This last weekend i received a message from her attorney stating that I lied to him and he had filed an order against me and was going to charge me $300.00 for a fee. My ex and I had previously agreed on the terms, and he was aware of this fact.Is this legal? It sure doesn't seem ethical. Her attorney is in California. I am in Mississippi.
