I have been ordered by the court to pay child support to the custodial parent but the custodial parent does not have the child in his physical custody. The child is residing out of state with a family friend. It seems to me I am paying him for his own personal use not for the child. My goal is to pay the support to the caregiver of the child.

File a motion with the court requesting that the child be formally placed in the 3 rd parties care and that support be paid to them.
Or, you may also simply file a motion to modify the support. In that request, ask that the court join to the action the "family friend" since that person has the actual custody of your child.
