Legal Question in Family Law in California

osc hearing

I'm a stay at home dad seeking primary phys/joint legal custody of our children(6,3,1,1) because of my wife's financial blunders. She has counsel and i do not, only court facilitator, free consultations,etc... the wife is attempting to do everything to lower her salary(working five days a week and normal 8-5, she normally works graveyard) and make more time available from work which she has never done; she always worked six days a week and never took time off for holidays,vacations, etc... Her attorneyat the osc hearing attempted to make me out to be the bad person by stating that I have been unreasonable and inconsiderate towards my wife by deceiving her and him about staying together and working out our problems.I realized that it was time for me to aquire some legal help because they were going to fight this all the way. The question is at what point can I request and probably receive an order for my wife to pay for me to have counsel because I am not able to afford one at this time; and are the san bernardino courts system biased towards fathers attaining custody of their children?

they usually determine atty fees at the end of the OSC.
