Out-of-state move

I just recently found out that my ex-girlfriend recently got married moved to a different state. I am from California and she moved to Pennsylvania (I heard). Before she moved, she had changed her phone number and had been ignoring me for months. I haven't seen my daughter since last March. We had no prior visitation arrangement with the courts. What can I do? What steps can I take to be able to see my daughter?
