I owe 15,000 in past child support. Is there any way to get this reduced or cash settle?

Yes. You may be able to reach a settlement with the Department of Child Support Services. It is called a compromise of arrears. http://www.childsup.ca.gov/Payments/CompromiseofArrearsProgram/COAPEligibilityList/tabid/263/Default.aspx.
